William David Barnard, auctioneer, valuer and general agent, Cashel Street, Christchurch, a Jewish emigrant from Birmingham, was elected a member of the first Christchurch Borough Council in March 1862, serving until December 1866. Apart from co-owning the White Hart Hotel, Barnard held regular weekly sales of horses and livestock and his horse repository was the venue for a number of public functions.
