After WWI Leonard Logan served at Port Moresby as Officer-in-Charge of the Armed Native Constabulary. In the late 1930s he prepared a petition to King George VI that the 'dignity of Royal' be conferred on the Armed Constabulary even though public servants in Canberra were not keen to put this proposal to the King because in all the British Empire there was only one police force allowed the prefix 'Royal' and that was the Royal Canadian Mounted Police. However, when Logan's petition was forwarded to the King it was approved and from July 1939 the Armed Constabluary was re-titled to the Royal Papuan Armed Native Constabulary.

The Moresby Royal Arch Chapter No 51 was consecrated at Port Moresby, New Guinea in 1926. Leonard Logan was the initial Principal of the Chapter which was a branch of the Queensland District of the Lodge.
