F.W.Luscombe was a member of the Naval Brigade Rifle Club and at a meeting of the club in the Drill Hall at Rushcutter's Bay on Tuesday 29 July 1902 he was elected to the committee. In the announcement of awards of the RAN Reserve Long Service Medal on Sunday 11 January 1914 one recipient was named as F.W.Luscombe (deceased).

Leading Seaman F.W.Luscombe, a popular member of the New South Wales Naval Brigade for over 20 years, died suddenly at his residence in Alexandria, Sydney, NSW on Sunday 9 October 1904. Since his return from service in the China War he had suffered periodically from severe attacks of malarial fever, contracted outside Tientsin, and which indirectly contributed towards his death.

About 60 Naval Brigade's men attended his funeral under Lieutenant R.C.Creer. The firing party of 20 was under charge of CPO Pulsford and China comrades acted as pall-bearers. The coffin was borne on a gun-carriage covered with the Union Jack and surmounted by the deceased's side-arms. There was also a large attendance of relatives and friends of the deceased including nearly 40 fellow-workers from the Eveleigh railway yards. It was noted that he would be missed at the upcoming annual matches of the National Rifle association in which he had been a keen competitor for many years past.
