In 1904 the government set up the St Helens hospitals, which, for the first time in New Zealand's history, provided subsidised maternity care for low-income women. They were staffed by trained midwives.

A hospital was opened in Gisborne when a committee of ladies, headed by Mrs Townley, with the approval of the Government, established the Townley Maternity Hospital of six beds in 1910.
